History

Mark S. Smith is the original developer and founding figure behind the Mallard Point subdivision in Georgetown, Scott County, Kentucky. He began planning the community in the early 1980s, and formally established Mallard Point as a development entity in 1984. From the outset, Smith envisioned Mallard Point as a large, private, lake‑centered residential community rather than a conventional subdivision intended for city ownership or maintenance.
 
In 1985, Smith helped create the Mallard Point Owner's Association (MPOA), which was incorporated at the same time the first phases of development were underway. Unlike many subdivisions where an HOA is formed after construction, Mallard Point’s HOA was established at inception, making it responsible from the beginning for roads, lakes, utilities, and common areas. This ensured long‑term private governance and control over infrastructure and community standards.
 
Smith’s development model emphasized extensive infrastructure built and managed privately. He designed and constructed man‑made lakes, dams, private roads, stormwater systems, and wastewater infrastructure as part of the development. The road layout followed natural terrain with curved streets, loops, and cul‑de‑sacs, prioritizing privacy, scenic value, and low traffic over efficiency. This design increased road mileage per home but reinforced the community’s “resort‑style” living concept.
 
Mallard Point was developed in multiple phases over several decades, beginning in the late 1980s and continuing through the 1990s and early 2000s. Smith remained directly involved throughout this period, overseeing both development and ongoing maintenance at that time.
